I have to say that meet the expectation. i.e., Even though users use
`defaultDatabaseRulerule`, a simplified `tableRule` with `DatabaseRulerule` is
still unavoidable. Otherwide, how does shardingSphere know this table is a
sharding table or non-sharding table?
