To have Flyway metadata/migrations on all physical DBs, align with
ShardingSphere usage: explicitly declare such objects as broadcast tables
before migration, or run Flyway per physical data source.
Refer to broadcast/single-table rule docs to understand that undeclared
tables fall back to SINGLE on the default data source and are not auto-created
across shards.
