The logging rule default builder has already been removed on master (logging
rule modules/config entries are no longer present, e.g., no features/logging
and global.yaml only keeps a comment about logging rule). This makes the task
effectively obsolete. We can close
this issue; if logging rule is reintroduced later, it will come with a new
builder and config entry.
