from 138efe99a Update various test and lint dependencies (pylint, astroid,
coverage) to the latest stable version and utilize Python 3.8 which is not EOL
for those checks / tox targets so we can utilize those library versions which
don't support Python 3.7 anymore.

incompatible dependencies under Python < 3.8.
new b2f85cca6 Use Python 3.8 for import-timings tox target.
