Attaching a Floating IP to an OpenStack node does not work with new versions
## Detailed Information
POST /servers/{server_id}/action
Add (Associate) Floating Ip (addFloatingIp Action) (DEPRECATED)
**This API is deprecated and will fail with a 404 starting from microversion
2.44. This is replaced with using the Neutron networking service API.**
