## GET API's to fetch a resource group, a virtual network or a storage
account in Libcloud's Azure ARM driver
### Description
Creation of HDI cluster in Azure ARM requires fetching information about
resources like virtual network, storage account etc in a resource group.
Currently Libcloud does not support API's to get these resource information.
The changes in this commit aims to add these new API's to Libcloud's Azure
ARM driver
