### Description After the engine submission process exits successfully, `EngineRef.create` stops calling `process.waitFor`. Its remaining polling delay is conditional on `lastApplicationInfo.isDefined` and is inside `Option(engineManager).foreach`. If no application operation supports the resource manager, `getApplicationInfo` returns `None`. While the engine has not registered, the loop then repeatedly queries service discovery without an explicit delay. The same gap exists when the application manager is absent. This is not the normal Kubernetes Pod-not-observed path, which returns an `ApplicationInfo` value. The polling delay should depend on the submission process having exited and the engine still being undiscovered, rather than on application-info availability. Keep the existing process wait while submission is running. -- This is an automated message from the Apache Git Service.
