I'd prefer to keep it out of this PR:
* Spark master still declares commons-lang 2.x as a compile dep in
sql/hive/pom.xml, so it's shipped in Spark 4.x with-Hive builds. Ranger 2.6.0's
usage resolves fine at runtime today.
* Ranger has already migrated to commons-lang3 in
[RANGER-5391](https://issues.apache.org/jira/browse/RANGER-5391) (fixes
CVE-2025-48924). Bundling the vulnerable 2.x would go against that direction
