URL: https://github.com/apache/kyuubi/pull/7599

   ### Why are the changes needed?

   Bump Scala 2.12.19 → 2.12.21, skipping 2.12.20.

   | Version | Released | Highlights |
   |---------|------------|------------|
   | 2.12.19 | (baseline) | |
   | 2.12.20 | 2024-09-04 | JDK 23 optimizer support (ASM 9.7.0); scala-xml
2.2.0 → 2.3.0 |
   | 2.12.21 | 2025-12-08 | JDK 25 LTS / 26 compile support; new
`@uncheckedOverride` annotation; GPG signing key change |

   **Impact** (per upstream release notes):

   - **Binary-compatible** with the whole Scala 2.12 series — no source changes
required.
   - **JDK 25 / 26 compile support** unblocks a future `-Pjdk-25` build
profile; the current `java-21` profile at `pom.xml:1988` is the highest tier
today and Scala 2.12.19 would fail to compile on JDK 25+.
   - **scala-xml 2.3.0** (transitive via scala-compiler) lands automatically;
no action needed.
   - **`@uncheckedOverride`** (override-equivalent that does not require the
parent to define the method) is available for cross-version code in
`extensions/spark/*` if needed in the future.
   - **GPG signing key** changed in 2.12.21 — affects only downstream consumers
that PGP-verify Scala artifacts; no Kyuubi-side change.

   Touched files (`2 files changed, 2 insertions(+), 2 deletions(-)`, same
shape as #6676):
   - `pom.xml`: `<scala.version>2.12.19</scala.version>` → `2.12.21`
   - `dev/dependencyList`: `scala-library/2.12.19//scala-library-2.12.19.jar` →
`2.12.21`

   ### How was this patch tested?

   - [x] `build/mvn -Pfast clean package -DskipTests` — Scala 2.12.21 resolves,
all modules compile
   - [ ] full unit-test pass via `build/mvn test` to follow before merge

   ### Was this patch authored or co-authored using generative AI tooling?

   Yes.
