Review Comment:
   So, it's required for getLeaderLeaseTimeoutMs to be >= maxClockSkew, right? 
Seems that it's not guaranteed because it's possible to set any value using 
org.apache.ignite.raft.jraft.option.NodeOptions#setElectionTimeoutMs. With 
defaults it should work though.
