   I found that the existing test 
`blocksSameEffectiveCredentialsAndRetriesAfterPasswordChanges()` uses values 
named `ignored-private-key-a` and `ignored-private-key-b` when a password is 
present. This appears to explicitly encode the current password-first behavior.
   
   Could you please confirm whether ignoring the private key is intentional 
product behavior, or whether both configured identities should be added to the 
SSH session?
   
   If both identities should be supported, I can update `addIdentity()`, the 
connection identity/cache fingerprint logic, and the related unit tests.
