   ## What's changed?
   
   Two documentation fixes.
   
   **Download page archive links.** They point at the incubator path, which 
only holds 1.6.0 through 1.7.2. Releases since graduation are archived at 
https://archive.apache.org/dist/hertzbeat/. Since the download table lists only 
the current release, this link is the only way to reach an older version, so 
1.7.3 and 1.8.0 could not be reached from the site at all. A URL swap in the 
archived-releases section and the download FAQ, in `current`, `1.9.0` and 
`1.8.0`, for both `en` and `zh-cn`. The `1.6.x` / `1.7.x` snapshots and the 
table entries linking to specific `-incubating` artifacts are left alone — 
those really are under the old path.
   
   **Release guide.** It has no step for cutting the documentation version, 
even though every release needs one. Adds section 5.3 to both language 
versions, covering what `pnpm run docusaurus docs:version <x>` does and the 
three things
   it leaves to you: locales without a `current/` directory (`en`, `ko`) are 
skipped entirely so their `version-<x>.json` must be created by hand; the files 
it does copy keep `version.label` as `dev`, which shows up in the version 
dropdown; and `lastVersion` still has to be pointed at the new version. Plus 
the verification commands and a caution about the full-width comma that once 
produced a `version-1.9.0,` directory Docusaurus could not route.
   
   `pnpm run md-lint` and `pnpm run build` both pass.
