[fix] add startup probes for slow boot (#23)
The manager needs well over 30s to boot, but the bare livenessProbe
kills the container after ~30s with k8s defaults, so pods crashloop
forever on typical nodes (#3849 in apache/hertzbeat). A startupProbe
grants a 5-minute boot budget before liveness takes over.
