   ## What's changed?

   This PR adds Alibaba Cloud Monitor 2.0 webhook integration to HertzBeat.

   - Add an Alibaba Cloud Monitor webhook payload DTO.
   - Convert Cloud Monitor alerts into HertzBeat `SingleAlert` objects.
   - Support triggered and resolved alert statuses.
   - Map alert severity, timestamps, labels, annotations, resource tags, entity
properties, and rule links.
   - Ignore invalid payloads and payloads without an alert status.
   - Add unit tests for triggered, resolved, recovered, and invalid alerts.
   - Add the Alibaba Cloud Monitor entry to the alert integration page.
   - Add localized integration names and English/Chinese configuration
documentation.

   The integration uses the existing endpoint:

   ```text
   POST /api/alerts/report/alibabacloud-cms
   Testing
   AlibabaCloudCmsExternAlertServiceTest: 4 tests passed.
   Maven Checkstyle passed with no violations.
   Frontend ESLint passed.
   All modified i18n JSON files were validated.
   Angular production build completed successfully.
