assignUser opened a new pull request, #204:

The `pull_request_target` trigger gives an elevated environment with a
GITHUB_TOKEN with full permissions. So it should only be used very carefully
when required but ideal never.
It is not needed at all for this workflow as `pull_request` handles the
requirements just fine.
