Hi Sergey

I'm the person that originally created the ticket and created the first
fixed versions of the code which I handed off to Sean.  He took on the
role  of organizing the method of release and made some further
modifications.     Unofficially here's what I know...

1.  If you check out the 4.0.1 code line: specifically
ctakes-dictionary-lookup-fast.../utils  Compile, and follow the
instructions attached to the Jira Ticket or as slightly updated by comments
there added by Sean,  It should work for you.  That's all covered in those
instructions.  When following the instructions, be very careful that there
are no references to the UMLS URL in any of your xml files in ./desc or
./resources, or credentials in your piper files.

2.  As far as 4.0.0.1 goes,  I produced a working version, but didn't check
in the code - Since Sean needed to decide how it should be versioned.
4.0.0 required a bit more modification and the naming of the version was in
doubt at that point.   If Sean is still a bit away from finishing, and you
really need the 4.0.0 version I could give you the unofficial artifacts for
it.
