I tested this locally by:
1. creating a 2.1.4-SNAPSHOT instance, loading data into ci table
2. Shuttdown down 2.1.4 instance
3. Running `accumulo upgrade --prepare`
4. Installing 4.0.0-SNAPSHOT from this branch
5. Running `accumulo upgrade --start`
6. Starting the cluster, confirming in the manager log that the upgrade
completed.
