Embedding the manual would undermine the previous work on ACCUMULO-1490 and
related issues to improve consistency of docs, and avoid scope creep in the
monitor.
Adding a link to the docs on the website would be okay, but it's really hard to
keep permalinks from being broken. It's probably best to just link directly to
https://accumulo.apache.org.
Also note that the html is already bundled in the tarball (but we can't
guarantee it will be on the user's classpath for the monitor for a given
installation).
