In general, I think upstream projects should be agnostic to downstream
packaging/integration. In the past, we've taken steps to strip out deb/rpm
packaging, and other downstream-specific stuffs.
So, while I think this is a good idea, I think we need to take care in the way
it's done... it should be sufficiently partitioned from Accumulo proper to
ensure that Accumulo isn't tailored towards one particular downstream
packaging/deployment strategy, at the cost of others. In practice, I'm not sure
what this means... maybe put this code in a separate repo, a separate branch, a
contrib directory, etc.
