Now that 1.6.6 is released, we should wait some small-ish period of time (a
month?) and finish clean up.
* announce end-of-maintenance on user@accumulo
* archive jira version 1.6.6
* add 1.6 documentation to the 'old documentation' page
* remove 1.6 from the "documentation" menu
* remove 1.6 from the downloads page
