ACCUMULO-4458 mitigated some contention on the Hadoop Configuration instance
backing the XML configs read for SiteConfiguration, but at the expense of
maintaining some more information about how we use properties in critical code
paths.
For this improvement, we should avoid keeping around the Configuration instance
at all after reading values out of it. This will require some amount of
refactoring for those cases where tests seek to set configuration values on the
SiteConfiguration object after instantiation.
