Yes, that says that the nginx binary that is running, does not include that
module.

That nginx binary was built with those three arguments to "configure".

That is a different set of arguments to "configure".
The nginx binary that you want to run is not the nginx binary that you
are running. Perhaps there is more than one nginx binary in your $PATH?

Maybe try "/usr/local/nginx/sbin/nginx -V" to see if that is the newly-built
binary?
