Great that you have it working in a consistent way!
I was going to suggest that perhaps there was a second nginx binary,
or a second nginx config file, that the systemctl system was using.
But "clear the cache" or "test using curl, to avoid the cache", is always
good to check first.
Thank you for sharing the outcome with the list; that should help the
next person who sees the same problem.
And good luck with the php system to do for you what the nginx ssi system
does not do.
