I was able to work this out by reviewing some of the instructions I was using to build out this server. I found a configuration line that I had missed for splitting the PHP url and rewriting it to to a standard query format. Once that was done and Nginx was reloaded Moodle was able to complete the Admin configuration correctly and everything worked fine.
