Jyst tried clicking on a link,  and separately logging in. In both 
cases I get the following message:-

>>  Cookies Required
>>  Cookies are not enabled on your browser.
>>  Please enable cookies in   your browser preferences to continue.

But, NetSurf menu >>Utilities>Cookies>Show cookies...
opens a window with lots of cookies.

I can't find a way to turn cookies off or on.
