It's definitely a new build and - after some investigation where I found out that it no longer works if I compile without Hubbub - I've concluded that it is definitely built with Hubbub. libparserutils and libhubbub are both bang up to date too. I've just checked v1.2 of gtk NetSurf and that appears to display correctly (there is a bit of bunched up text initially but it refreshes to an ok state - this sounds like what Richard was describing) Looks like Hubbub might be a red herring - can somebody check a newer gtk build or the BeOS version?
