I can confirm that setting and saving the magnification value does work on both NetSurf 1.00 and the current 2.0 (Dev) (11 Aug 2007 23:45) r3511. The confusion can be caused because both versions use a different scale token in Choices, 1.00 has scale:80 whereas the Dev version uses option_scale:80 I find that having set 80% all further pages are at 80%.
