I was seeing this as well. Not sure why. This was how I got around it.

Run the setup.py in python-quantumclient 
In /opt/stack/python-quantumclient
python setup.py develop

Then run devstack again. That worked for me

~/devstack$ git pull

Already up-to-date.

 

I also tried changing the localrc to point to milestone-proposed instead
of master (for projects milestone-proposed exists).

Its working for me.  Did you "git pull" within the devstack directory to
make sure you have the latest devstack?  Devstack is updated pretty
frequently to handle config changes in various projects.
