I have pushed for review a proposal for the operational status blueprint.

Please note that this changeset is stacked upon api-framework-essex, which is still waiting for an approval after the reviewers' comments were addressed (on this regard the patch set 6 pushed this morning is just a rebase with master).

Also note that no change has been performed on the client side (library and CLI). I think it makes sense to expose the operational status to the CLI, but in this case we will probably make some changes to the CLI to make it aware of the server side API version. This could be achieved, for instance, by asking the CLI to use a specific version of the Quantum API. In this way, the operational status will be printed only if the CLI is running against Quantum API 1.1; the choice of the version will determine the version number used for building request URIs and the templates used for printing output.

I think these changes deserve a separate bug report/blueprint. Your feedback is always more than welcome!
