Very cool Tyler.  I agree on wanting to keep server and plugin-specific
config files in a different /etc.

Not sure if there is a standard approach for this.  Perhaps have an /etc at
the top level for quantum in general (mapping to what one would expect based
on other nova projects), then an /etc within a specific plugins folder
(e.g., plugins/openvswitch/etc/config.txt)?  Any other ideas?
