I think is missing is the "io-reserve=0" property from the domain configuration (for the "pcie-root-port" devices), which we introduced for <https://bugzilla.redhat.com/show_bug.cgi?id=1344299>.
In fact, in <https://bugzilla.redhat.com/show_bug.cgi?id=1344299#c24>, Marcel recommended e1000e for testing the new property. Unfortunately, I'm unaware of any libvirt domain XML exposure of the "pcie-root-port.io-reserve" (and other similar) resource reservation properties. I'll go ahead and reference those older BZs in the new one now. Thanks!
