I initiated it and added many of them. Sorry I neglected to document a license or statement of reuse at that time. See "Warning" in games/fortune/Notes about the fortunes database. The related code was shipped under the BSD license, My intention for the netbsd-tips database was (and is) to allow it to be redistributed, used, and modified.
