It looks like net-snmp-config doesn't exist on your system,
unfortunately.

You can get around it by adding "createUser myuser SHA1 my_password" in
an snmpd.conf file, start the agent, stop the agent and then remove the
line again.

(or better yet, put the line in the persistent snmpd.conf file...  the
problem is I'm not sure where that is on windows since I never use windows)
