There is no value associated with a row. Values are associated with individual column instances within a row. But yes - the agent should return values for any such instances that it knows about. Either values that have been explicitly specified, or default values (either from the MIB definition or some other source). I note that in your second example, the status of the row is 'notInService' (rather than 'notReady'). Presumably the agent will therefore be supplying a default value for column 'd' (unless this column is optional).
