To allow user cookies to override system cookies would be a new feature, this was not performed in the java11 version neither if I get it right. I think that to implement this in the collectCookies method would imply quite a bit of parsing as the header cookie values may contain several cookie-value pairs, and I personally would let it be as it is possible to solve this by implementing an appropriate "java.net.CookiePolicy" for the "java.net.CookieManager" whether shouldAccept method must return false for the cookies we don’t want to get managed / added automatically. This Issue is about a bug fix of high priority "Major loss of function", so I would like to get a rapid solution if possible ;-). On my humble opinion, adding a new feature could be performed in another, separate issue with lower priority.
