Some concrete method name suggestions ( more welcome ):

   - IPSupport::skipTestIfNonOperational
   - IPSupport::skipTestIfCannotCreateAnyIPSockets
   

throwSkippedExceptionIfXXX might work too. That might make it a bit more 
obvious in the tests.
