RFR 9: 8180303: Remove technote doc link from ProxySelector/B8035158.java test

This is a trivial test change (in comments only) to remove a URL 
reference to a document
whose location is different in the JDK 9 docs tree. The link is not 
needed in the test.
So, it is removed.
