Such tests require a controlled environment, typically administration permissions too. Another thing to consider is concurrent test execution where you might have multiple tests running at the same time, each one running in its own VM.

So in summary then it's not easy but if you can provide a script that creates the environment to duplicate the issue then it would be useful for at least verification purposes, maybe even a manual test (although the bar to introducing manual tests has to be very high, for obvious reasons).
