This is just to workaround an issue in Macosx
where (the Kame ipv6 stack is supposed to take care of default
scope_id's but doesn;t seem to be).
It's possible this issue may get resolved some time in the future,
thus eliminating the need for the code.
(I'll check this point with Mike anyway).
For the short term I don't think there's a problem with having some mac
specific code in the shared code while a better solution is worked out.
However, we need to make sure all these things are cleaned up before it
goes to 7u or 8.
