If the person he was looking for was on here, they would have understood it 
without the additional details. Indeed, ANYONE in the state of California 
probably got his meaning.

Certainly anyone in the SF Bay area understood.

Could be amusing, perhaps an event some people would buy tickets to as a source 
of revenue.

I agree that it’s worth considering the breadth of the audience you are posting 
to when deciding how much to abbreviate your message.

However, it’s not unusual for people to fail to do that.
