There appear to be a few things like this, eg: Raintank and the RIPE Atlas 
project that have fairly diverse views.  I’m not aware of anything with perfect 
penetration.

With RIPE Atlas it’s roll your own, where Raintank is SaaS.

I’m sure there are others, but these are the two I’m aware of.
