Actually, the reference you probably want is http://tools.ietf.org/rfc/rfc1814.txt - Unique Numbers are Good. That RFC caused a bit of consternation with the RIRs at the time as some of us (at least) were trying to suggest that given IPv4 was a limited (albeit not scarce at that time) resource, if you didn't plan on connecting to the Internet, RFC 1597 space was to be encouraged.
