I am a government officer and a colleague of Mr. Ahmet Hamdi Atalay (ahata...@turksat.com.tr), who serves at Türksat.

Currently, internet users in Türkiye experience *Google/YouTube speeds limited to approximately 15-20 Mbps*, which is significantly lower than the global standards. As Türksat personnel and civil servants committed to improving national digital infrastructure, we strongly advocate for increasing these speeds to *100-1000 Mbps levels*.

*Rationale for Deployment:*

Türksat has *direct connectivity with the three largest network operators in Türkiye (Türk Telekom, Vodafone TR, and Turkcell)*. Given this strategic position, we kindly request the *installation of Google/YouTube Global Cache (GGC) servers at Türksat’s network locations in Istanbul, Izmir, and Ankara*.

 * *Hardware and software* will be provided by Google/YouTube
   team/management.
 * *Bandwidth (IP transit)* and DECIX ISTANBUL / GIBIRIX ports
   /circuits will be fully covered by Türksat.

We believe this collaboration will provide *substantial benefits* to both parties and the broader Turkish internet ecosystem.

       to access quality and affordable public services*, which
       includes internet connectivity.

       5809*, service providers must ensure high-speed, uninterrupted
       internet access for end users.
     * The *EU's Open Internet Regulation (Regulation 2015/2120)*
       emphasizes network optimization to prevent congestion and
       improve consumer experience.

   *Precedents and Global Best Practices:*

     * Many *IXPs (Internet Exchange Points) in Europe and North
       America* already host Google/YouTube caches, drastically
       improving performance and reducing latency.
     * Regulatory bodies such as the *FCC (Federal Communications
       Commission - USA)* and *BEREC (Body of European Regulators for
       Electronic Communications - EU)* support infrastructure
       improvements that enhance consumer digital experience.


     *Economic and Technical Benefits for Google*

   *Cost Savings on IP Transit Fees:*

     o By deploying GGC servers within Türksat’s network, *Google will
       significantly reduce its IP transit expenses* for traffic
       originating from Türkiye.
     o Similar deployments in other regions have led to *over 40%
       reduction in IP transit costs* for content delivery networks.

     o Hosting YouTube content locally will *reduce buffering times and
       improve video streaming quality*, leading to increased *watch

       demonstrated that local caching improves performance metrics
       while boosting overall revenue from digital advertising.
