That's a good question, of which I don't know the answer. That could be
it, maybe we just don't do enough traffic to warrant a peering agreement
over the IX. It would be nice if I got a response one way or another
though, rather than just silence.

I am probably beating a dead horse, but it seems like the larger content
networks will ignore unless a significant amount of traffic to/from the ASN in
question is riding over transit. Something like a few hundred megs or even a
gigabit may be a lot to you, but to others, it may be too small, and not worth
the administrative overhead or usage on their IX port(s). Conversely, anything
over a couple gigs may be too large for their IX ports and a PNI may be
advantageous instead.
