I've come to the Internet because the Internet will correct anything incorrect 
one says. 


My assumption is that Lumen will not provide access (or sell the underlying 
asset) to their non-ILEC ducts or conduits in any circumstances. I'd love to be 
proven wrong, however. 


They have a route near me that does not go to any major metros, does not serve 
any enterprise, etc. It just connects some Frontier COs together, transporting 
DS3 over 15454s. Nearby they do have a modern network, so probably little to no 
long-term outlook for the legacy route. I heard a Lumen employee once say 
they're waiting for their last DS3 customer to leave the route. I'd love to 
lease (or buy) that asset, but my assumption is that there's a snowball's 
chance in hell of that happening. 


The lineage of that route as far as I can tell is:

Interestingly enough, there are Illinois Bell Telephone manhole lids on their 
route (Frontier parallels them for a bit), but AT&T was never in this area, 
aside from Long Lines\Transmission. One time the 811 prints they sent over said 
AT&T and the 811 contact said their system labeled it as 3rd party duct. Of 
course AT&T denies having anything.
