So for *some* TLDs, those using less than a 100 registrations, they don't need a registrar. For those with more than a 100 domains, some back-end registries implemented a two-person rule requiring both registrar and brand client to agree on changes to the SRS and to the zone. So those have better control compared to using the same registrar with other TLDs. Rubens
