cos-proxy (https://charmhub.io/cos-proxy ) requires "monitors" or 
"local-monitors" endpoints, but no one from Openstack components provide it.

I also noticed that currently it integrated through "monitors" endpoint
only one charm - memcached. No one else support it and no any other
examples who have successful integrations.

 ) I found fresh oficial example where guys still uses 
"openstack-service-checks", but it is not COS, it is LMA stack, so it looks 
like today there are no way except using the old LMA 
prometheus+openstack-service-checks to monitor this NRPE checks.

  Please, add base=Ubuntu 20,22,24 support for Nagios charm

Status in Nagios Charm:
  Won't Fix

Bug description:
  Juju with version >3.0 does not support Ubuntu 18.04 base,
  so, it is impossible to deploy your charm, because your maximum charm version 
is for base=18.04.

  Please, add support for further Ubuntu versions.
