tests cannot be run on Ubuntu releases more recent than Xenial

Bug description:
tests/00-setup tries to apt-get amulet and juju-local. Those packages are
however not available after Xenial, so the current test suite cannot be run on
recent LTS releases.
Tests should be rewritten using libjuju.
