allow to add extra users

Bug description:
So far, this charm only allow 2 users:
1) admin user, default to nagiosadmin
2) readonly user, name fixed to nagiosro, enabled when ro-passwd is provided.
This design is not flexible, e.g.:
in some cases, extra user with special name needs to be added for existing
infra.
We can allow to add extra users with a new config, e.g.:
extra-users: name1:pass1:ro,name2:pass2:rw
which will be handy.
