And at the lower-than-Full-D1 resolution that TiVo uses (TTBOMK, 352x480 on basic/medium, 480x480 on high, and 544x480 on best--but I'm guessing with the file size your talking about, you're talking about basic or at most medium). If you have a low bitrate and a high resolution, you'll get a terrible picture. Same with a high bitrate and a low resolution. They need to be well-matched.
